This page explains what information The Seoul Footnote collects, how it is used, and what choices you have. It applies to theseoulfootnote.com and to every page served under it, including the theseoulfootnote.blogspot.com address that redirects to it.

Who operates this site

The Seoul Footnote is an independently operated site explaining Korean rules, statutes, and official statistics in English. The site is operated by M. Kim, an independent publisher. Enquiries about this policy, including data protection requests, go to a02280118@naver.com or through the Contact page.

The site is hosted on Blogger, a service provided by Google LLC. Because it runs on Blogger, Google processes some visitor data as the platform operator, independently of this site. Google's handling of that data is described in the Google Privacy Policy.

Information collected

Information you provide. No account, subscription, or registration is required to read this site. Personal information reaches it only when you choose to send it — by writing to the address above, or by leaving a comment. An email, and the address it came from, is kept only as long as the matter it concerns is open. A comment, and the name shown on it, is published on the site by design and stays visible until it is deleted.

Information collected automatically. As on nearly every website, standard technical information is recorded when a page loads:

  • browser type and version, operating system, and device type
  • which pages were viewed, and how often
  • the referring page or search that led here
  • approximate location at the country or region level, derived from IP address
  • the date and time of the request

Blogger's built-in statistics report this in aggregate form only. They are used to see which articles are read and which are not. They are not used to identify individual readers and are not combined with any other data set.

Cookies on this site today

At present this site sets only the cookies Blogger uses to operate the blog and its comment system. No advertising is currently served here, and no advertising cookie is set by this site. The disclosures in the next section describe what applies from the point advertising begins, and this page is updated at that point.

Analytics

Traffic measurement is handled by Blogger's built-in statistics. If a separate analytics service such as Google Analytics is added later, it will be named here together with its own opt-out mechanism. The advertising opt-outs listed above do not apply to analytics cookies — those are a separate control.

Readers in the EEA, the UK, and Switzerland

Blogger adds a default cookie notice for visitors from the European Union, stating that cookies from Google are used to deliver services and analyze traffic. That notice is provided by the platform and is informational: it does not itself obtain consent, and Google notes it may not appear on blogs served from a custom domain.

This site does not currently serve personalized advertising and does not operate a consent management platform. Google requires publishers serving ads to readers in the EEA, the UK, and Switzerland to use a Google-certified consent management platform integrated with the IAB Transparency and Consent Framework, in line with its EU User Consent Policy. If advertising begins here, a certified consent tool will be in place, and named in this section, before any advertising cookie is set.

Readers in these regions have rights under the GDPR and UK GDPR, including the right to request access to, correction of, or deletion of personal data held about them, and the right to complain to a supervisory authority. Requests go to the address at the top of this page. Apart from emails you have sent and any comment you have chosen to publish, this site does not hold information that identifies you by name.

Readers in California and other U.S. states

Residents of California and of other states with comprehensive privacy statutes may have the right to know what personal information is collected, to request its deletion, and to opt out of its sale or sharing.

This site does not sell personal information, and does not currently share personal information for cross-context behavioral advertising. If advertising begins here, this section will be updated with a "Do Not Sell or Share My Personal Information" control. The advertising opt-outs listed above limit ad personalization, but they are per-browser, cover only participating vendors, and are not by themselves an opt-out of sale or sharing. How information is used

  • to see which topics readers actually use, and to decide what to cover next
  • to serve and measure advertising, where advertising is running
  • to answer emails, corrections, and questions
  • to detect and prevent spam and abuse

Personal information is not sold, rented, or traded. It is not used by this site to build reader profiles. Profiling by advertising vendors, at the point advertising is running, is described in the Third-party advertising section above. Information is not disclosed to third parties except where required by law, or where a service provider such as the hosting platform needs it to operate the site.

Links to other sites

Articles here link to Korean statutes, agency pages, and statistical releases, because a rule is only checkable against the body that issued it. Those sites are governed by their own privacy policies, which this site neither controls nor is responsible for. Following a link means leaving this policy behind.

Children's privacy

This site is written for adults and is not directed at children under 13. No personal information is knowingly collected from children under 13. If you believe a child has submitted personal information here, write to the address at the top of this page and it will be deleted.

Data retention and security

Emails are kept only as long as the matter they concern is open. Published comments remain until deleted. Aggregate traffic statistics are retained by the hosting platform under its own schedule. This site is served over HTTPS. No transmission over the Internet can be guaranteed fully secure, and no sensitive personal information — account numbers, government identifiers, financial or medical documents — should ever be sent to this site.

Changes to this policy

This policy is updated as the site changes — when advertising begins, when an analytics service is added, or when a legal requirement changes. Material changes are reflected in the "Last updated" date at the top of this page. Changes take effect when they are posted here.
