When a Twenty-Nine-Day Course Repeats, Korea's Private Institute Act Counts the Days Together

The Scene A storefront two floors above a coffee shop in Daechi-dong advertises a winter intensive. The banner gives the length in weeks rather than days: four weeks, mornings only. The staff member at the desk is precise about one thing. This is a camp, she says, not a hagwon. There is no registration certificate on the wall because, she explains, none is required. Payment goes by transfer to an account number written on a slip of paper, and the printed handout lists a daily schedule but nothing about getting money back. Three weeks in, the child stops going. The parent asks for the unused portion and is told, politely and with apparent confidence, that the refund rules for private teaching institutes cannot reach a four-week camp. The reason offered is arithmetic: the statute attaches at 30 days, and this course runs 29. That answer rests on a single sentence of definition, and the sentence uses the number 30 three times. One use measures the course. One measures several courses a...

Korea's Hagwon Teaching Hours End at 10 p.m. in Only Five of Seventeen Regions

The Scene A Korean drama set in the cram-school belt tends to close its late scenes on the same image: a lecture room emptying onto a lit street well after dark. English-language write-ups of that image reach for one explanatory line, and they reach for it consistently. Hagwons in Korea, the line runs, are required to stop teaching at 10 p.m. The statute that is supposed to impose that hour does not contain it. It fixes no closing time, sets no ceiling, and gives no clock time anywhere. A closing time appears only at the end of a two-step delegation, and at the end of that delegation there are seventeen separate answers. The earliest ends instruction at nine in the evening. The latest runs to midnight. The hour is written two steps down from the Act Article 16(2) grants a power and points elsewhere for the range. Neither step is taken once for the whole country. 1. The Act, Article 16(2) Names no hour and no ceiling. Sends the outer range to the ordinance...
